Caretakers job market analysis

Researching the main online advertising platforms in Romania, we noticed that the Romanian job market is looking for caretakers. This request come either from specialized institutions or the private persons. We also noticed the big offer in this area is from outside Romania where the salaries can be two or three times higher. While average salary for caretaker professions in Romania is around 450 euros, and in other countries in Europe it can reach 1000-1500 euros.
According to a well-known newspaper in Romania, Adevarul, the most sought jobs are:

Drivers – Couriers (For a driver job it applies, on average, 42 candidates; and the approximate duration of employment for this position is 18 days)
Staff hotel and restaurant (29 candidates per place – was registered in the category “Hotel restaurant- staff” and it was due to the fact that over 137,000 candidates applied for more than 4,000 vacant positions)
Nanny and housekeeper (The fastes, employers find candidates for position like nanny and housekeeper – where the average duration of employment is 12 days)

Qualification requirements for caretaking professions

In accordance with the requirements published by various institutions employing caretakers, we concluded that the right person for this position must meet the following requirements:

I. Skills and competences

communication skills
patience
empathy
experience in caring
minimal medical knowledge
distributive attention
team spirit and ability to work independently
speed and ability to make decisions under pressure
accredited caretaking courses – they are not compulsory, but they are a bonus to employment;

II. Specific competences

to completes the services monitoring sheet of the assisted person
to ensures hygienic-sanitary conditions: room hygiene, hygiene of the objects of the assisted person, personal hygiene, according to the individualized plan of assistance and care;
manage the material and financial resources to meet the immediate needs of the assisted person;
give first aid measures swiftly to eliminate the causes of possible incidents;
to respects and apply medical prescriptions correctly;
watch and monitor the health status of the assisted person
performs the individual hygiene of the beneficiary immobilized or with difficulties of mobilization, according to the individualized plan of assistance and care;
to ensures hygiene and cleanliness of the home;
to perform periodic ventilation of the rooms;
to reports any special event that occurred during the service (medical problems of the beneficiaries, inappropriate behaviors notified to the assisted persons);

Existing VET learning programs for caretakers

Most caretaking courses are organized by various foundations and associations and they are addressed to people who want to obtain a qualification in this field. For admission, the candidate will submit to the institution the following documents:
– copy of ID card;
– copy of birth certificate, copy of marriage certificate (if applicable);
– copy after the most recent diploma of study, certifying the level of studies;

– medical certificate with the ”mention” clinically healthy

The duration of most the courses is 360 hours including 120 hours of theory, 240 hours of practice in a specialized place. The final evaluation will be based both on a written test and an ability practical evaluation. At the end of the course, candidates will receive a Certificate of Professional Qualification issued by the Ministry of Labor and the Ministry of Education. The professional qualification certificate is issued with an annex – the descriptive supplement – which specifies the acquired professional competences. The diploma obtained is recognized at national level and in the Member States of the European Union, according to the legislation.

VET learning programs in caretaking for deaf
Our research shows that in Romania there are no educational programs available exclusively for deaf people in the field of caretaking. However, deaf people can attend caretaking courses or any accredited course if they have an interpreter. In the high schools and vocational schools for deaf, the qualifications offered are followings:
– hairdressers
– manicurists, pedicurists
– cooks
– carpenters
– textile industry
– mechanics
– painters

Employability of deaf and hearing impaired people
In Romania, according to the statistics there are 23.631 deaf and hearing impaired persons (1.907 children and 21.724 adults). A report broadcasts by Digi 24 (a well-known television in Romania) shows that deaf people must always face various types of discrimination. Only 15% of them have a job, because employers do not trust their abilities, and when they go to public institutions, the state does not provide them with an authorized interpreter in mimic-gesture language. The Ministry of Education does not take into account the special needs of these students: the school syllabus and the baccalaureate exam are the same as for the students who hear. Two years ago 2018 in a the high school for deaf, graduation rate in this high school was zero. None of the 40 students in the 12th grade managed to pass the exam.

Although there are laws in Romania that forces companies to hire people with various types of disabilities, they prefer to pay additional taxes to the state to avoid their employment. Some of the possible reasons would be the high costs for adapting the job environment for the people with disabilities and the high fines practiced by the state control institutes. Usually people with disabilities are employed by companies that develop social special programs financed from the state budget or from the European Union.
